On December 2, 2014, after almost nine years of extensive community input and thoughtful open discussion, the Manhattan Beach City Council approved the Manhattan Village Mall Expansion Project. The City Council approved an option which included approval of Phases 1 and 2, and deferred Phase 3 (Fry’s corner) for future public review and input.
Phase 1, 50,000 square feet, is comprised of the Village Shops surrounding the California Pizza Kitchen building. Phase 2, 60,000 square feet, includes the consolidation and expansion of Macy’s. Additional conditions added by the City Council included the following:
- Maintaining the Phase 1 North Parking Structure as ground plus 2 levels of parking (G + 2), with level 2 setback 90 feet;
- Installing interim landscaping and signage at Sepulveda and Rosecrans;
- Installing 30 additional parking spaces adjacent to 3500 Sepulveda in the culvert with pedestrian access leading directly to 3500 Sepulveda; and
- Providing a right turn/deceleration lane from Sepulveda at 33rd Street, into the Mall
As a next step, the City will be working closely with the developer and property owners on a schedule for construction of the project.
Between May and November 2014, the Project Applicant, RREEF, was exploring their options to address the direction provided by the City Council in May. RREEF submitted a “Revised Proposal” dated November 2014, which was posted on the City's website on the homepage, as a Current News informational memo on November 17, 2014, and was reviewed by the City Council on December 2, 2014.
On May 20, 2014 the City Council held a focused public hearing to review and discuss the Resolutions and conditions for the Manhattan Village Shopping Center Enhancement Project. At that meeting a motion was approved directing Staff to prepare revised Resolutions approving the project with revisions to approve Phases 1, 2 and 3, reduce the North Parking Structure in Phase 1 to a G + 1, add a Stairway and Elevator to the West Side of the North Parking Structure, provide the City with a copy of the Agreement between RREEF and Macy’s within 10 days of Execution, RREEF and Hacienda must negotiate in good faith, and perform any necessary CEQA work.
Draft Resolutions recommending approval of the project and certification of the Environmental Impact Report (EIR), including the conditions, were discussed by the City Council on April 29, 2014, and the project was continued to May 20, 2014. The revised project plans are on pages 475 through 488 of the PDF document from the April 29, 2014 City Council meeting agenda packet.
On January 14, 2014 the City Council directed staff to prepare Resolutions approving the Manhattan Village Mall Enhancement project with conditions and revisions. The revisions will include, but not be limited to the following: only approve Phases 1 and 2, reduce Phase 1 by 10,000 square feet, redesign and reduce the size of the North Parking Structure in Phase 1 so that it is similar to the Phase 1 South Parking Structure, Macy’s commitment to consolidate prior to issuance of permits for Phase 2, Cedar Way to connect to Rosecrans Avenue with Phase 2, open communications with Fry’s to remain on the site, financial security for off-site traffic and other improvements, assurance that landscaping and architectural features and details are consistent with the concept plans, funding for and completion of a traffic study for Oak and Cedar Avenues, and limitations on Medical/Dental and bank uses.
The project, proposed by the property owner RREEF, is improvements and an expansion to the Manhattan Village Shopping Center located at 3200-3600 North Sepulveda Boulevard. The approximately 44-acre Shopping Center site includes an enclosed, main mall building and several freestanding buildings. The site currently includes approximately 420,247 square feet of retail uses, approximately 65,734 square feet of restaurant uses, a 17,500 square foot cinema (closed May 2012), approximately 36,151 square feet within six banks, and approximately 21,678 square feet of medical/office uses, for a total of approximately 572,837 square feet. There are currently 2,393 surface parking spaces on the site. In addition, there are also 210 leased parking spaces that are located off-site, which are not included in project parking counts.
The proposed project would result in a net increase of approximately 123,672 square feet of restaurant and retail uses (approximately 194,644 square feet of new area and demolition of approximately 70,972 square feet of existing retail, restaurant, and cinema) to be developed within three components. Upon project completion, the Shopping Center would include a total of approximately 696,509 square feet. In addition, in order to respond to the future needs and demands of the southern California economy, an “equivalency program” is proposed that provides for the exchange between land uses based on PM peak traffic equivalency factors. With implementation of the equivalency program, a maximum of 133,389 square feet of net new area (approximately 204,361 square feet of new area and demolition of approximately 70,972 square feet of existing retail, restaurant, and cinema) would be developed within the Development Area for a total of up to 706,226 square feet area. The proposed project would also include the addition of approximately 544 parking spaces to be provided in surface parking areas and within multiple parking structures.
The project also includes a Master Use Permit, Variance, Sign Program and Sign Exception. The complete Final Environmental Impact Report (FEIR), which includes the Draft EIR, the FEIR and the FEIR Volume II is available for review. The certification of the FEIR was presented to the City Council on April 29, 2014 and is scheduled for discussion at the May 20, 2014 City Council Meeting at 6:00 PM.
The Draft Environmental Impact Report (DEIR) that evaluates the potential environmental impacts of the project and provides feasible mitigation measures was released for public review on June 7, 2012 through July 23, 2012.
The Final Environmental Impact Report (FEIR) was presented at the April 24, 2013 Planning Commission meeting.
