Code Enforcement Division
The Code Enforcement Division was established to preserve and improve the aesthetic and environmental quality of Manhattan Beach by enforcing local and state-mandated regulations related to private property maintenance, property rehabilitation, and residential and commercial building construction.
Code Enforcement Officers conduct regular patrols of the City to ensure compliance with the Manhattan Beach Municipal Code. Officers respond to complaints regarding violations including: zoning, property maintenance, illegal dwelling units, trash container regulations, sign violations, and many others. A public complaint will initialize an investigation and, if substantiated, a notice of violation is issued to correct the violation. A single complaint may generate follow up inspections to ensure compliance is met.
The goal of the Code Enforcement Officer is: "To gain compliance with regulations through sensitive, timely, and knowledgeable responses to the community in order to maintain and enhance health, safety, and welfare."

When reporting a violation the following information is required:
- Address/Location – be specific and include building number, “Avenue”, “Place”, “Street”, and/or direction (i.e. east, west, north, or south of a specific address, street &/or landmark)
- Type of violation – provide as much relevant detailed information as possible including: description of activity or issue, date and time observed, duration of activity.
- Contact information - your name, address, phone number and e-mail in the event clarification or more information is needed.

Residential Construction Officer
The primary responsibilities of the Residential Construction Officer (RCO) are to assist with the relationship between residents and neighboring major construction sites. The RCO acts as a proactive liaison between neighbors, builders and appropriate City departments and agencies to resolve construction impact issues. This includes conducting meetings at the beginning of construction with neighbors and builders, as well as patrolling construction sites to prevent or address problems.
RCO pre-construction coordination responsibilities:
- Schedule an “in office” meeting with the Builder to review job site requirements: construction hours, construction sign posting, sandbags, tree preservation program, demolition, dust & debris control, temporary power poles, security fences, green mesh on fences, trash containers for food & beverage waste, port-a-potty locations, parking, etc. At this time the RCO will also discuss options available to the Builder for preventing and resolving construction problems.
- Send postcard notification to notify affected immediate neighbors of the construction site.Postcard notification is required for all “new construction," and “greater than 50% remodels."
- Schedule a “construction site” meeting with the RCO, the builder and invited affected neighbors where timelines and expectations are often discussed. The builder will offer his/her contact information to attendees and may provide the building plans for review.
RCO on-going responsibilities:
- Follow up on information, questions and complaints from residents regarding construction site issues or problems.
- As time is available, randomly check construction job site to verify job site requirements are being maintained.
